Adult Literacy Project Officer (Contract Opportunity) 

Noosa Council is seeking a suitably qualified provider to coordinate and deliver the existing Adult Literacy Program across Noosa Libraries.  

Overview of the Role 

The successful provider will oversee the coordination and delivery of a well-established Adult Literacy Program, ensuring its continued effectiveness, growth, and community impact.  

Scope of Services 

The provider will be responsible for the day-to-day coordination and delivery of the program, including:   

  • Recruitment, onboarding, and management of volunteer tutors, including on-going support and identification of professional development opportunities.  
  • Coordination of learner intake processes, including assessments, assigning tutor matching, development of learning plans and ongoing learner support.  
  • Facilitation and participation in group ‘conversation classes’ to support English development.  
  • Promotion of the program through appropriate communication channels and active liaison with partner agencies to drive learner participation.  
  • Delivery of Volunteer Tutor Training (VTT), equipping tutors with the skills and knowledge required to support learners (delivered as needed and by mutual agreement).  
Program Background 

The Adult Literacy program has been operating since 2004 and supports community members to improve:  

  • Speaking, reading and writing English  
  • Basic numeracy skills  
  • Personal financial literacy  

The program is delivered across Cooroy and Noosaville Libraries and includes both one-on-one tutoring and group conversation classes.   

Currently, the program supports approximately 16 active volunteer tutors and learners, with additional tutors ready for training and learners pending matching.

Service Requirements 
  • Delivery of in-branch services during business hours, a minimum of 2 days (14 hrs)   
  • Services delivered over 46 weeks per year (allowing for 6 weeks unpaid leave)   
  • On-site delivery across:  
  • Cooroy Library (1 day per week)  
  • Noosaville Library (1 day per week)  
Experience and Capability 

Applicants must demonstrate relevant experience and/or qualifications in:  

  • English as a Second Language (TESL) delivery  
  • Adult literacy education and learner support  
  • Volunteer coordination and training  

TESL//TESOL and/orVolunteer Tutor Training (VTT)qualificationswill be highly regarded but are notmandatory.

Are existing resources and tools (such as spelling books, board games, dice, coloured counters and NAB wooden blocks, etc) in storage at both the Cooroy and Noosaville branches? Will these remain as part of the continuing program and be available for use by the successful contractor or will these be taken by the incumbent? 

Answer:

The existing Adult Literacy program resources currently held at the Cooroy and Noosaville Libraries will remain part of the program and available for use by the successful contractor for the delivery of the service.  

Question:

The contract states that ongoing resources/tools are to be provided at the expense of the successful contractor, if these resources are not available to the successful contractor, is there a separate budget to accommodate purchase of similar items and/or other items as deemed necessary for maximum benefit for participants in the program?

Answer:

The Library Service recognises that new or supplementary resources may be identified over the course of the contract to enhance participant outcomes. A modest budget is available for the consideration and purchase of additional resources, subject to discussion and agreement with the Library Service and within available funding provisions. The Library Service will work collaboratively with the successful contractor to ensure appropriate resources are available to support the ongoing delivery and development of the program. 

Question:

Will existing classes continue at the same times and venues? Is there some flexibility around the working days/times/venues for the remaining contracted hours? Noting that the contract information states one day at Noosaville branch and one day at Cooroy branch, with a total of 14 hours contracted time.

Answer:

It is preferable that the existing program schedule, class times and locations are maintained to ensure continuity for participants and minimise disruption to established attendance patterns. The contract requirement of service delivery across both the Noosaville and Cooroy Library branches, with a total of 14 contracted hours, is expected to remain. While some flexibility may be considered, any proposed changes to delivery days, times or venues would need to be discussed and agreed with the Library Service to ensure participant needs, venue availability and program objectives continue to be met.

Is an ABN an essential requirement to apply for this role?

Answer:

Applicants may apply either as an individual or as a business entity. All successful applicants must maintain appropriate public liability insurance and provide evidence of that insurance prior to commencing work.

What is the expected renumeration or is this to be negotiated in consultation?

Answer:

The contract documentation asks applicants to nominate their hourly rate for the delivery of services requested.
